Bring a large pot of salted water to a boil. Add green beans and cook for 3 minutes until bright green. Drain, then plunge into ice water for 2–3 minutes to stop cooking. Remove promptly, drain well, and pat completely dry with paper towels.
Preheat oven to 400°F. Arrange bacon halves on a foil-lined baking sheet and bake for 6–7 minutes, until some fat is rendered but slices are still flexible. Remove from the oven to cool, and reduce temperature to 375°F.
In a small bowl, whisk together melted butter, brown sugar, garlic powder, black pepper, and cayenne.
Take 6–8 beans, wrap with half a slice of par-cooked bacon, and place seam-side down in a greased baking dish. Repeat until all bundles are assembled. Brush glaze generously over bundles.
Cover loosely with foil and bake for 15 minutes. Remove foil and bake another 15–20 minutes, until bacon is crisp and caramelized. For extra-crisp bacon, broil for 1–2 minutes at the end, keeping a close eye so the sugar doesn’t burn.
