Rinse the Arborio rice under cold water until the water runs clear, then drain.
In a medium saucepan, combine the rice, water, and salt. Bring to a boil, then reduce heat to low. Cover and simmer for 10-15 minutes, or until the water is absorbed and the rice is tender.
In a large pot, combine the whole milk, sugar, and vanilla extract. Heat over medium heat, stirring frequently until the sugar is dissolved and the mixture just begins to simmer.
